This database is an index to Declarations of Intentions for Naturalization for the county of New York from 1907 to 1924. Declarations of intention are also known as First Papers. The completion of this set of papers is usually the first step taken to become a naturalized U.S. citizen. In general, the amount of information found on these forms varies from place to place and year to year. Nevertheless, these records are a good source of genealogical data. This index to New York County's declarations of intent includes all given and surnames, and the Declaration volume and page number where the actual record of declaration may be found. Sometimes the Petition volume and page number is listed as well. Petitions are also known as Second or Final Papers. These records were submitted by individuals who had already completed their First Papers and had met the residency requirements to become a citizen. Like the declarations of intent, the information found on these forms varies between time and place, but still contain a significant amount of genealogical information.
